Assume an average level 50 Loremaster has 12% tactical crit.
When a spell crits, it gets about a 50% damage boost (some spells are different).
So 12% x 50% = 6% of your spell damage comes from crits.
Staff bonus of 20% x 6% = 1.2% increase in overall spell damage due to this staff.
Keep in mind most of a LM's damage at level 50 comes from melee if they have the sword and staff trait. Lets be conservative and say a good 40% of your TOTAL damage output comes from casting spells (depends on your play style of course).
40% damage due to spells X 1.2% spell damage boost from staff = 0.48% overall damage increase from using this staff. Take that for what it's worth.
Note: Tactical Crits also occur while healing, and can significantly boost a Loremaster's single target heal.
