Tooltips?

Is it possible to use tooltips or something to show the basic details for a skill on this page?

It is very difficult to see what all the skills do. In order to get any information, I must first expand the group for say "Active Skills" so I can see them all, then I click on a skill. I can then look at the details on the new page. To look at the next skill, I must go back a page, scroll down, expand the group again, scroll to the next skill, and then click on it.

It would be much easier to see the basic information in a tooltip or equivalent without leaving the page. Additional details like power costs at different levels and such can be accessed on the skill by clicking on it.
