This one is almost self-explanatory. Once you have the deed in your deed log (by completing any of the routes), it will tell you which routes you need to complete.
Talk to any of the postmen, and he will ask you to deliver a bag of mail to a specific post office. You need to avoid nosy hobbits. If a nosy hobbit sees you, he'll ask you if there is mail for him, and then the quest will fail. As soon as you have the quest, nosy hobbits appear as an eye on the mini-map, giving you the ability to plan a route to avoid them. You also need to avoid returning combat, otherwise you'll drop the bag (and fail the quest). Mobs can hit you, but don't exchange blows. Deep water, the kind you swim in, will also cause you to drop the bag.
This is a timed quest, with a count-down timer, but the time alloted is more than ample. When you are close to the delivery point, a usual gold ring will appear in the mini-map.
You can do the quests in any order, but you might want to plan a route that minimizes distances between endpoints.

Once you have completed all 13 routes, your deed log (shift-L) will ask you to return to Postmaster Proudfoot in Michel Delving. At that point, he will bestow the title of the Quick Post. Talk to him once more to receive a reward.
