This item appears only to drop from the elite L28 trees in Agamaur, including Gloomleaf (though as a special exception the hives dropped by Gloomleaf also have a chance to drop this).
The drop rate appears to be approximately 5% (i.e. you will get one for every twenty trees, Gloomleafs, or hives you defeat).
I think the drop rate may have changed to between 40-50%.
