Scarred Spider Eyes are dropped by Skittering Downs-Spiders in Nan Amlug East (North Downs). Drop rate is low, 5%-10%.

In addition, the population of Spiders is relatively low (approximately 10 Spiders at any given time)and seems to be confined to the area between the eastern entrance to the Ram Duath and the western edge of Nan Amlug East. As the Spiders are depleted, they do not seem to respawn as an independent population. My subjective observation is that once the population of Spiders is depleted, the best way to get them to respawn is to slay Aurochs and Wargs. Again, this is a subjective observation, though it is based upon many hours spent in this area trying to get Scarred Spider Eyes. My experience is that, farming the area intensively, the yield is approximately 2 Spider Eyes in the first pass and, over time, averages one Eye every 20 minutes or so. (This edit by TengwarWriter)
