Introduction

This guide is a general idea to help players understand and use the new Legendary Item system that begins in the Mines Of Moria expansion. Questions and discussion can be directed back to the original guide located on the Official Forums. To have access to the Legendary Item system, you must have purchased the Mines Of Moria expansion and have also completed Epic Quest Volume 2, Book 1.

  • Forge Masters and Relic Masters: These NPC's allow you to modify your Legendary Items.  Relic-masters allow you to deconstruct Legendary Items and rebuild the pieces into new Legendary Items.  Forge-masters allow you to identify Legendary Items as well as reforge them as they gain levels.  They are located in various areas of Middle-Earth (see the FAQ, below), and will be available to you during and after Volume 2, Book 1 (requires minimum character level 45).
  • Trading Or Selling: As long as you do not slot or equip a legendary item you may sell or trade it. You can do this by listing them on the Auction House or trading them through the secure trade panel with another character (player).

Acquiring Legendary Items

Legendary Items come in 3 forms. Rare Quality, Incomparable Quality, and Epic Quality.

  • Volume Two, Book One: You will get your first Legendary Weapon and Legendary Class Item as rewards during this quest chain.
  • From Loot:
    • Any sentient enemies (ex goblins) level 51 and above have a chance to drop random legendary items. The level of the item varies depending on the level of the enemies or area in which it drops.
    • All enemies level 51 and above INSIDE Moria have a chance to drop a barter item that can be bartered at the Dolven View, 21st Hall, or at the docks near the Vineyard of Lorien for an unidentified Legendary Item of your choice.
    • Chests in instances inside Moria have a chance to drop Second or Third age items.
    • The Strange Happenings Raid (Turtle) has a chance to drop specialized First and Second age Swords or Spears.
    • In the Dar Narbugud, Watcher, and Turtle raids Bright Emblem of Nimrodel can be obtained and bartered at Dolven View, 21st Hall, or the docks near the Vineyard of Lorien for level 60 First Age Items.
  • From Crafters: Weaponsmiths, Metalsmiths, Scholars, Tailors, Woodworkers, and Jewellers can craft unidentified Legendary Items that can be sold or traded if desired for use by other players. All recipes are obtained through the Guild Halls. Rare items for each level are listed below:
    • Level 60 Third Age (Supreme): 3 Legendary Shards and 1 mithril-enhanced component.
    • Level 60 Second Age (Supreme): 5 Legendary Shards and 2 mithril-enhanced components.
    • Level 65 Third Age (Supreme): 3 Legendary Fragments and 1 mithril-enhanced component.
    • Level 65 Second Age (Supreme): 5 Legendary Fragments, a Symbol of Celebrimbor, and 2 mithril-enhanced components.
    • Level 65 First Age (Supreme): 7 Legendary Fragments, a Symbol of the Elder King, and 2 mithril-enhanced components.
    • Level 75 Third Age (Westfold): 3 Legendary Fragments and a Cracked Rhi Helvarch Sigil.
    • Level 75 Second Age (Westfold): 5 Legendary Fragments, a Cracked Rhi Helvarch Sigil, and a Worn Symbol of Celebrimbor.
  • Lothlorien Gift Boxes: The Lothlorien Reputation Boxes have what appears to be ~20% chance to drop a level 58, 59, or 60 Second Age item. In addition, these boxes can also drop sealed and fused relics as well as Item Experience Runes.
  • Volume Three, Book Three: During the course of this book you will receive a Level 65 Second Age legendary item.

Identifying Legendary Items

Once you have acquired a legendary item, you may take it to a Forge-Master to be identified. Identification will reveal three major legacies. You can identify any legendary item regardless character level and class as long as you have access to Moria (Completed Volume 2, Book 1) and the coin to cover it. RARE ITEMS cost 10 silver, INCOMPARABLE ITEMS cost 20 silver, and EPIC ITEMS cost 30 silver to identify. After identifying the item you can decide if you want to keep the item or disassemble the item for relics. Items cannot be sold to vendors, however you can trade or sell them to other players via trading or through the auction house.

Equipping Legendary Item

You can choose to use your Legendary Item and having it gain experience while you use other weapons or items.  Initially you can only slot up to 6 Legendary Items, but you can purchase 2 more slots from the LOTRO Store. If you wish to slot an additional Legendary Item after you have filled all available slots, you must deconstruct one. You equip legendary items just like any other item in game. Once equipped, the item will show up on the Legendary Item Panel. This panel shows current/max level, item XP earned/total, currently equipped relics, relic inventory, and legacy points available/spent.

Deconstructing Items

If an item does not have desirable qualities or you just do not wish to sell or trade it, you can deconstruct that item to get relics that can enhance your Legendary Item. If the item is for your class prior to deconstruction it may be a good idea to level the item.  It is good practice to slot spare Legendary Items and level them up to yield greater rewards (relics, item XP rune, etc). The level points which these rewards increase at are 11, 21, 31, 41, 51, and 60 (and 70 if a Scroll of [Lesser/Greater] Delving was applied). Levels in between each of these points yield the same rewards; for example a level 18 item would yield the same rewards as if you had deconstructed it at 11. A level 1 legendary will yield one tier 1 relic and possibly 1 legendary shard/fragment.

Most people agree that it is most efficient to deconstruct at level 11 or 31. When you deconstruct a leveled weapon (level 11 or higher), you will receive a Heritage Rune with between 20% and 75% (the higher level points yield higher chances to get a higher percentage) of the experience you have earned on that item; it can be applied to the legendary item of your choice. When you deconstruct at level 30 or above, you may select a legacy from that item to become a scroll that may be applied to another legendary item of the same type (within level limits).

When you are ready to deconstruct the item see a Relic Master. Select the item you wish to deconstruct and press the deconstruct button. On some deconstructions, you will get an item called Legendary Shard if the legendary's level (not item XP level) is 60 or below or a Legendary Fragment  if the legendary's level (not item XP level) is 61 or higher. These items are used by crafters to construct new legendary items. These recipes are only available from crafting guild vendors.

Leveling Legendary Items

Once items are equipped and in your Legendary Item panel, you can begin to gain experience with that item. With the exception of the item you get from Volume 2, Book 1 (this item MUST be equipped to gain item XP for it), your items will gain item XP whether they are equipped or not as long as they are slotted in the Legendary Item panel. The table below details the item XP progression.

After level 30, legendary items will have a set amount of XP needed for each level from 31 to 60 (70 if a scroll of [lesser] delving is applied).

  • 3rd age is 20,000 per level
  • 2nd age is 40,000 per level
  • 1st age is 80,000 per level

Gaining Item Experience

  • Experience from killing enemies: This is based on the experience you gain while in a non enhanced state (i.e. Blue Bar). So if you gain 100 XP from killing a MOB, you will gain 100 item XP. If in an enhanced state you will gain half of gained XP in item XP (i.e if you get 100 XP you will get 50 item XP). That experience is split between all of your items in your panel based on the group XP modifier. So if you had two items in your panel, each one in this case would get 60 item XP for a grand total of 120 item XP. This mechanic is based on how many items you have leveling enabled on at the time. To put it simply the more items that are slotted the larger the XP pool is that is being split between them. When you have 6 items slotted you have 216% of the initial item XP being split between the 6 items.
  • Experience From Quests: Some quests also grant item XP as well once you complete the quest. This XP is again split across all items on the Legendary Panel. Some quests are special and grant item XP as well as a scroll to add properties to your weapon (weapon titles) to change damage type, add a slayer type, or add a buff. These quests require a special item to do the quest. (Sorry I don't have a picture of all the scrolls yet).
  • Disabling leveling an item: You can focus on just one or two items at a time if you wish by selecting the item tab in the Legendary Item panel and pressing the "Disable Leveling" button at the bottom. This will disable XP gain on this item. Note that this will also change the modification mechanic for XP gain as well. Note: You cannot disable leveling on the legendary starter weapon, except by unequipping it.

Heritage Runes

Heritage runes are obtained in various ways such as quest and deed rewards, loot drops, instance chests loot, bartering NPCs, and from deconstructing legendary items. The following is a chart of the ones obtained from barter NPCs throughout middle earth.

Reforging Items

Every 10 item XP levels a legendary item MUST be reforged. Until the item is reforged it will no longer gain item XP, and you cannot use scrolls on the item. The only exception is XP from a Heritage Rune in excess of the reforge will be retained; however you must still reforge the item before applying another rune (or apply a scroll) to it. To reforge the item, you must see a Forge-master.

  • Refunding legacy points: During each reforge, you can refund the points you have spent to raise the rank of the legacies. It may be a good idea to refund the points every time in case you get a new legacy you'd rather put points into than another legacy or for similar redistribution of points on the items legacies.
  • Naming your item: During a reforge you may also name your legendary item. Names do not have to be unique. You can name all your items the same thing or even the same name someone else used for theirs. Naming items follow the character naming policy rules of the game. The only difference is that the names for items CAN contain spaces and some symbols.
  • New legacies: At levels 10, 20, and 30 reforges an item will be granted a new legacy. You will have the option to select one of two randomly generated minor legacies (with a small chance at getting a major legacy). The higher the weapon's quality, the better tier the legacies will be.
  • Upgraded legacies: At levels 40, 50, and 60 (and 70 if a Scroll of [Lesser/Greater] Delving was applied) reforges, your item will upgrade a legacy. What this means is that a legacy will increase in its tier. You can choose between two random legacies to upgrade. More on legacy tiers is explained in the legacy section.

Note: If your legendary item already has all tier 6 legacies on it, you will NOT be offered another chance to add a new legacy instead (due to the fact that you can use upgrade scrolls to try and game the system).

Note: Unslotting relics has been removed from the item reforge process. The relic system has been revised and it is much easier to obtain the relics you would like to have. If for some reason the need arises you may still unslot relics with an item purchased with turbine points from the store. Though with the new system there is very little need to go that route.

Relics: Settings, Gems, and Runes

Relics provide bonuses to various stats and attributes (examples: vitality, outgoing healing, etc).  Each higher tier of the relics provide increases of their bonuses. To slot these items open the legendary items panel. Click on the tab for the type you wish to slot, then click on the desired relic and press the "Slot Relic" button or drag and drop the relic to it's slot. Note that if there is already a relic in that slot, it will be destroyed and lost forever. Deconstructing legendary items yield random relics. The tier and amount of relics is dependent on the item XP level of the item deconstructed. Relic boxes obtained, for example from quests, can be deconstructed to yield relics as well. They vary depending on the type of relic box.

Combining Relics

By visiting a Relic-Master, relics of a single tier can be combined to produce relics of the next higher tier. Combining is very simple. Pick the number of relics required (the higher the tier being combine the less required) of the tier you are combining (they can be a mix of any or all of the same one) and click combine; or click auto combine and the number of relics required will be randomly pick and combined in one click. There is a chance for critical success which yields relic shards (see refining relics below) in addition to the relic(s).

Refining Relics

By visiting a Relic-Master, relic (including crafted) can be turned into relic shards. The higher the tier relic the more shards obtained. And crafted yield significantly more than the same tier non-crafted relics. Relic shards are used to make any of the tier 1 to 6 relics, to make special relics, as another way to obtain various legendary item related items, as an optional way to pay for combining relics, and even for third age legendary items. See melding below for more details.

Melding

By visiting a Relic-Master, relic shards plus relics can be used to make unique, singular, and extraordinary relics each have item level requirements and are shown in game respectively for each. Also available for relic shards are legendary item related items: delving, renewal, empowerment, and stat legacy scrolls including the lesser versions of each. And third age legendary items of levels 55, 60, and 65.

Crafted Relics (4th Slot)

With the introduction of Siege of Mirkwood a crafted relics slot was added to legendary items. Crafted relic recipes are available as guild recipes. After crafting the item from the recipe you must return to the guild leader to convert it to a symbol that can then be deconstructed by a relic-master to obtain the relic. The crafted relic becomes a permanent part of your weapon and will not be unslotted with a relic removal scroll. There are three tiers of crafted relics.

The tier 1 and tier 2 relics available to each guild are different. These sealed relics may be traded to other characters. Tier 1 relics can be equipped on any legendary item, regardless of level, and don't require a special ingredient to craft. Tier 2 relics can only be equipped on Legendary Items of levels 61 and higher (not item XP level). They require a Compendium of Middle Earth, Volume I to craft, which can be obtained either completing a daily quest in Anazârmekhem in Moria, or bartering skirmish marks at a skirmish camp.

Tier 3 relics can be crafted by any profession, but they are Bind-on-acquire. Tier 3 relics can only be equipped on Legendary Items with stat levels of 65 or higher. They require a Compendium of Middle Earth, Volume II to craft, which can be obtained either completing a daily quest in Emyn Lûm in Mirkwood, or bartering skirmish marks at a skirmish camp.

Legendary Item Scrolls

Some scrolls are available at barter NPCs (see charts below) by trading Medallions of Moria, Medallions of Lothlórien, Medallions of Dol Guldur located at 21st Hall, Caras Gahladon, and Ost Galadh; by trading skirmish marks at skirmish camps; Silver and/or Golden Tokens of the Wilds in Enedwaith. A variety of different scrolls can also be obtained from several epic quests. All level requirements listed are item level, not item XP level. Stat legacies are Might, Agility, Vitality etc. There is no limit to the amount of upgrade scrolls you can use on a legendary item except where noted.

  • Legacy Replacement Scroll: can replace a legacy with one from a similar item of appropriate level range. These may be obtained by deconstructing a 30+ level item or purchased in the store. The new legacy will be tier two. Major legacies may replace only existing major legacies, while minor may replace either major or minor.
  • Stat Legacy Scrolls: Replaces a chosen legacy with a stat legacy of the type listed on the scroll. Legacy points spent on the replaced legacy are refunded. Only one legacy of any stat type is allowed on a legendary item. Scroll of lesser <stat type> are for legendary items up to level 60. Scroll of <stat type> are for legendary items up to level 65.

  • Legacy Point Reset: A Scroll of Lesser Renewal resets points spent on items up to level 60. A Scroll of Renewal will reset points spent on items up to level 65. They will only do so for the item the scroll is applied to. There is a chance that one will come from deconstructing a legendary item (for the level type of the item). See chart below for alternatives.

Legacies

Each item has on it what are called Legacies. These modify class skills. Each legacy has a tier indicating the "quality" of the legacy. Tier 1 is the lowest and most expensive to rank up; and tier 6 is the highest and least expensive to rank up. Example: Tier 1 from rank 1 to rank 2 may cost 15 legacy points to rank up, but that same legacy at tier 4 may only cost 7 legacy points to do the same. DPS is it's own legacy and has a max rank of 7. The other legacies can have up to rank 9 depending on the skill it modifies and what tier the legacy is. The higher the rank the more powerful it is. All legacies start at rank 1. Each time your weapon or item levels up you are awarded legacy points. They are used to rank up the item's legacies. To rank up a legacy go to the legendary items panel and select the item and then the legacy you wish to rank up and press the "Rank Up" button. Legacies may be replaced via a legacy replacement scroll (see Deconstructing Items and Legendary Item Scrolls [stat scrolls] sections for details).

FAQs

Just general questions that really did not fit into a specific section or are asked so much that it is a quick glance. As this is already getting big, I really hate to add more sections, but hey.

  • Q. Can I slot items that are not for my class?
    • A. No, you can only slot items that you can equip. Items must be bound to you before you can slot them and you can only bind items that you can equip.
  • Q. Can I slot an item that needs a higher equippable level than me to gain it experience for later use?
    • A. No, as above, you can only slot items that you can equip. If you do not meet the level requirement, you will not be able to bind it to you.
  • Q. Can I change/choose/move/remove legacies I want to keep/not keep to/from another weapon?
    • A. Yes.  If you level a Legendary Item to 31 or higher, you will be offered one of the legacies as a scroll when you deconstruct it.  You may apply this legacy to another weapon, with certain restrictons.
  • Q. Can I change the damage type of my weapon?
    • A. Yes, you can get a scroll from the Item Advancement quests or by bartering for them. These scrolls work like dye and adds a title to your weapon. Some titles are damage-type, others are slayer-type, and yet others are both.
    • OF SPECIAL NOTE: Rune-keepers CAN change the damage-type of their rune-stones from frost/fire/lightning to any of the types listed above.  The damage-type scroll will not affect the affinity of the rune-stone.  However, this is a very bad idea.  Firstly, there is no way to change the damage-type BACK to frost/fire/lightning.  Second, damage-type only affects melee/ranged skills.  Rune-keepers have no melee or ranged skills, other than the auto-attack.
  • Q. Can I have a slayer type and a damage type on the same weapon?
    • A. Yes.  However, the scroll used must be both a slayer-type and a damage-type.  Applying a damage-type scroll after applying a slayer-type scroll (or vice versa) will REPLACE the existing title rather than add to it.
  • Q. Can I keep more then 6 items bound to me?
    • A. Yes.  Additional slots can be purchased for a character from the LOTRO store.  (Beyond that, no.)
  • Q. Can I unslot an item without deconstructing it?
    • A. No, you must deconstruct the item in order to free up the slot.
  • Q. When/How can I name my item?
    • A. If the weapon is crafted, you can name it right after you finish crafting it  This name is permanent and cannot be changed.  You may also name/rename an item at each reforge.  However, names of items given at a reforge are NOT the same as the names given to a crafted item.  If you choose to name your item immediately after crafting it AND while reforging it, it will have 2 names.
  • Q. What if I messed up naming my weapon?
    • A. The name given immediately after crafting is not changeable.  Names given during a reforge can be changed at the next reforge.  If the item has reached maximum level, the name cannot be changed.
  • Q. Where can I find Forge-masters?
    • A. You can find Forge-masters at all quest hubs inside Moria, Lothlórien, and Dunland.  You may also find them at Echad Mirobel in Eregion, at Rivendell in the Trollshaws, at Thorin's Hall in Ered Luin, and at Harndirion in Enedwaith.
  • Q. Where can I find Relic-masters?
    • A. In Caras Galadhon in Lothlórien, the Relic-master is on the first floor of the crafting flet, standing near the oven.  The Forge-master is on the second floor, near the forge.  In all other locations, the Relic-Master is directly beside the Forge-master.
  • Q. How come 2h Weapons have extra stats on it, but 1h do not?
    • A. When wielding a one-handed weapon, you can also wield an off-hand item that has additional stat bonuses.  When wielding a two-handed weapon, you cannot wield an off-hand weapon.  The extra stat bonuses on two-handed weapons make up for the loss of stat bonuses from an off-hand weapon.
  • Q. Are any items from Shadows Of Angmar able to be broken down for relics or able to be reforged?
    • A. Only Legendary Items can be deconstructed/reforged.  Legendary Items were introduced with the Mines of Moria expansion, but you may obtain Legendary Items from Shadows of Angmar areas.
  • Q. Is there any correlation(s) between the TYPE of Legendary Item (Incomparable, Epic, etc) and the player LEVEL of the item required for use (51-60) and the MAXIMUM Item Experience cap (30, 40, 50)?
    • A. No, all Legendary Items level to 60.  Scrolls of Delving can raise the maximum level to 70.
  • Q. Why is the third tier of crafted relics BoA?
    • A. We wanted to use this tier of relic as a reward for crafters who have earned Supreme Mastery in their craft.
