The Dourhands can be found within the ruins of Thandobel, south of Refr Quicksilver.

Objective 2:
Refr Quicksilver waits for you at the entrance to the cave, south of the Great East Road in the Lone-lands, north of Thandobel.
You should return to Refr Quicksilver with news of your victory against the Dourhands and bring him the axes you took as trophies.

You can complete this quest by fighting the dwarves camped at and roaming the ruins.
You can also easily complete this quest by accompanying a group doing Enemies of the Eglain, since they will be fighting a lot of dwarves to get to their goal.
