The burglar's Reveal Weakness debuff. The tengwar appear to say something sensible at first glance, but turn out to be just a plain gibberish 'phrase', repeated not quite three times.
This is exactly the same as the Minstrel Spell; other classes seem to have skills with this graphic, too.
