While a horribly implemented idea, the Apparel dummies could be a decent idea depending on the venue...
For example, during festivals, they could have the festival NPCs wearing the various outfits you can both earn from quests, or purchase in store....
They could walk around, maybe even host their own NPC fashion show...
Also, the dummies could have at least had a vender with a table in front of them to give the appearance of a store.
Another cool idea would have been if the outfits of the dummies change on a daily basis, so you see different purchasable outfits on them when you log in every few days.
